MUNICIPAL LEADERSHIP
Mrs. Samukelisiwe Zwane

S Samukelisiwe R. Zwane was born in Ladysmith in the uThukela District Municipality of KwaZulu-Natal. She is the Director of Technical Services at Okhahlamba Local Municipality.
Mrs. Zwane holds a Bachelors of Technology Degree in Civil Engineering from the Durban University of Technology, a National Diploma in Civil Engineering from Mangosuthu University of Technology, a Diploma in Advanced Management Development Programme; and a range of certificates including Bid Committees – MFMA, Records Management, Sign Language and Advanced Leadership through various institutes.
Mrs. Zwane matriculated at Steadville High School. She joined Okhahlamba Local Municipality as the Director of Technical Services in March 2023. She has extensive work experience in the public sector. She has held the position of Technical Director in Mpofana Local Municipality and Inkosi Langalibalele Local Municipality. She worked as an acting Technical Director for Umdoni Local Municipality.
She worked as a Project Manager at uThukela District Municipality. She worked for the Department of Public Works as the District Manager: uMzinyathi Sub.
She also worked for the former Umtshezi Local Municipality in the capacity of Senior Manager Civil, as well as for the former Emnambithi Local Municipality in various capacities including Senior Engineering Technician, Building Inspector, Field Technical Assistant and Trainee Technician.
Aside from working in the public sector Mrs. Zwane also worked as a Project Manager and Principal Agent for a company called Mkhombe Developments (an implementing agency). She is a member of two professional bodies: the Engineering Council of South Africa, and the South African Council of Professional Construction Project Managers.
In her free time, Mrs. Zwane serves as a Zone and Ushers Leader in her church where they selflessly run a voluntary feeding programme to provide nourishment to homeless children on Sundays in Ladysmith.

Technical Services Department aspires to be a value-adding department in providing basic service delivery infrastructure such as Public Works Services (roads and community facilities), Project Management services and Electrical Services.
